Legalisation is the process by which a document issued in one country is verified so it can be recognised as valid in another. In this process, documents are first verified and authenticated by the respective State Government from where the document was issued, and then authenticated by the Ministry of External Affairs (MEA), Government of India. Once MEA authentication is complete, the documents are submitted to the concerned Embassy or Consulate for final attestation.

Authentication of Documents
There are different procedures for authentication of different kinds of documents:
- For Educational Documents — Degree, diploma and other academic certificates must first be attested by the Higher Education Department or Human Resource Development (HRD) department of the concerned state government, bearing the name, designation and official seal of the department.
- For Non-Educational Documents — Attested by the State Home Department or General Administration Department (GAD) of the issuing state, carrying the name, designation and seal of the authorised officer.
- Commercial Documents — Pre-authenticated by the relevant Chamber of Commerce, which affixes its rubber stamp along with the name and designation of the authorised signatory on each document.
- Attestation of Documents — Once state-level authentication is complete, the Ministry of External Affairs (MEA), Government of India, legalises the documents based on the signatures of the designated state authorities. MEA attestation confirms the signature, not the content, of the document.
- Embassy Attestation — After MEA attestation, documents are submitted to the concerned Embassy or Consulate for their final authentication and attestation.

SACA / MOSADAQA Attestation
Educational documents intended for use in Saudi Arabia must be authenticated by the Saudi Arabian Cultural Attaché (SACA), New Delhi, before they can be submitted to the Royal Embassy of Saudi Arabia for attestation — the Embassy attests educational documents only once SACA authentication is complete.
